The Kingdom of Saudi Arabia (KSA) is one of the most influential actors in the Middle East. It has enjoyed a relatively stable political climate and benefited substantially from its vast oil resources. Under the leadership of octogenarian King Abdullah bin Abdel-Azziz al-Saud, the KSA has cautiously initiated a reform program. The Gulf State also seeks to use the KSA’s recent World Trade Organization (WTO) membership in December 2005 and its efforts to strengthen the Cooperation Council of the Arab states of the Gulf (GCC) to make itself a regional leader.

Synopsis:
This report is a review of the current fuel usage of the Department of Defense as well as identify possible alternative fuel sources presently being considered. These alternative sources include decreasing demand, synthetic fuel, nuclear energy, biofuel, hydrogen fuel cells, “trash to gas,” wind power, and solar power. The report will list the advantages and disadvantages of each source, interpreting each through an economic, environmental, and political lens. Finally, an analysis of a possible course of action for DoD to lower the fuel budget, decrease environmental harm, increase energy security, and lower troop risk will be provided.

“Cleantech” is an emerging industry encompassing a wealth of products and services centered on improving the operational productivity and efficiency of energy generation while simultaneously reducing inputs, waste and costs. Recent increases in consumer and regulatory interest in clean forms of energy generation have driven investment and innovation in the field of cleantech, a field which includes renewable energy sources as well as innovations in more traditional non-renewable sources. High energy prices, climate change and energy security are converging as the new engine driving the development of clean energy. There is a major shift in public opinion towards clean energy, which is being bolstered by the growing conviction that new carbon policies will reshape the competitive landscape of the global energy business. The future landscape of global energy will look drastically different than it does today, with new international players reaching prominence and a shift in the dominant energy paradigms.
